Placing a cap on a data pin renders BB unable to boot (Bug #147)

Description

I ran across this today working on a new cape. I had a 10nF capacitor running from P8_26 to P8_2 (DGND). When this capacitor is present and you plug in the USB, the system fails to boot. Removing this capacitor causes the system to boot. To me this is a bug.
