rfkill turns all radios off after boot, regardless of setting before rebooting (Bug #163)

Description

The Debian 8.2 image soft blocks all WiFi and Bluetooth radios at boot, even though the systemd restore tasks are running. Nominally, the restore tasks should restore the soft block to the same state it was in before the most recent boot. Issue found with Realtek WiFi USB adaptor.
